NOTAP: Weak IT culture, bane of tech importation

The National Office for Technology Acquisition and Promotion (NOTAP) has said that weak intellectual property (IP) is responsible for importation of over 90 per cent of the technology that powers Nigerian economy.

Director General of NOTAP, Dr. DanAsumi Ibrahim, stated this at NOTAP 2018 Technology and Innovation Expo organised by the Federal Ministry of Science and Technology in Abuja.

According to him, as the desire for attainment of technological independence by Nigeria gathers more momentum through advocacy and exhibition of inventions and innovations emanating from various research and innovation centers across the country, NOTAP has been encouraging researchers to patent their inventions for onward Commercialisation. Ibrahim said Nigerian were endowed with enormous talents that needs to be further developed for Commercial purposes

He said NOTAP, in carrying out its statutory function of registration of Technology Transfer Agreement, realised that Nigeria has a very weak IP culture which, according to him, was responsible for importation of over 90 per cent of the technology that powers Nigerian economy.

He added that for a country that strives to develop technologically, indigenous capabilities should be developed and encouraged to engage in researches that will have direct impact on the economy. Ibrahim said it was not the business of a researcher to commercialize his research work but the venture capitalist, arguing that no entrepreneur or venture capitalist will invest his money on an invention that is not patented, adding that patenting of an invention gives the inventor the legal backing to commercially exploit his invention for 20 years without infringement.

The DG further stated that what differentiates a developed and developing country was the number of patented products coming out of the knowledge institutions, adding that no country develops without strong and viable institutions that power the economy.
