Okowa declares state of emergency on Keshi Stadium

Delta State Governor, Ifeanyi Okowa, has declared a state of emergency on the completion of the Late Stephen Keshi Stadium project, formerly known as Asaba Township Stadium, ahead of the Confederation of African Athletics (CAA), slated for August, this year. The governor’s action, followed alleged fraud, arising from kick-back payments from contractors handling the stadium project, which has caused a major setback for the construction of the sports’ arena. Meanwhile, successive administrations in the state were said to have abandoned the project for undisclosed reasons, but governor, who approved the first phase of the contract and gave a marching order for its completion was also said to have been allegedly shortchanged by the management of the state’s Sports Commission through kick-backs from contractors.

The New Telegraph gathered in Asaba yesterday that the sharp practices had made the contractor, handling the electrical fittings of the stadium to supply and install substandard materials. One of the top management of the All-Round Consult, the firm handling the project said because of this, the Governor had decided to lay-off all the subcontractors brought by the commission, headed by Mr. Tonobok Okowa. “For fear that the August deadline for the usage of the stadium may fail; the discovery had put the governor in a dilemma. He has decided to replace some of the contractors.

The decision was taken after one of them revealed how he paid 50 per cent of the contract sum as kickback to a top management of the sports commission, who awarded the contract,” the source revealed. The source further hinted that the governor had vowed never to allow any of the contractors that were contacted by the commission to work on the second phase of outstanding project.
